Climate Change Performance Index 2025

The CCPI 2025 reports that while 61 of 64 assessed countries increased their renewable energy share over five years, the top three ranks remain vacant as no country performs well enough to meet Paris Agreement goals. Denmark ranks 4th, while oil and gas producers like Iran, Saudi Arabia, the UAE, and Russia are the lowest performers. The G20, responsible for over 75% of global emissions, shows poor overall performance with only the UK and India ranking as high performers.

• No country has achieved a high enough performance to occupy the top three ranks of the index, indicating a general failure to align climate action with the Paris Agreement's temperature limit. Denmark is the highest-ranked country at 4th place and the only one to achieve a high rating for climate policy.
• Renewable energy adoption is increasing globally, with 61 of 64 countries expanding their renewable energy share over the last five years. However, 29 countries still have emission trends rated as low or very low.
• The lowest-performing countries are major oil and fossil gas producers—Iran (67th), Saudi Arabia (66th), the United Arab Emirates (65th), and Russia (64th)—all of which have a renewable energy share of less than 3%.
• G20 nations, which account for over 75% of global greenhouse gas emissions, show poor climate performance; only India (10th) and the UK (6th) are high performers, while 14 G20 countries are rated low or very low.
• China (55th) and the US (57th) both remain very low performers. China is noted for an unprecedented boom in renewables despite heavy coal dependence, while the US requires more investment in clean transport and renewables and an end to fossil fuel subsidies.
