Climate Change Performance Index 2025

The Climate Change Performance Index (CCPI) 2025 evaluates 63 countries and the European Union, representing 90% of global emissions, across emissions, renewables, and climate policy. While renewable energy shares have increased in 61 of the 64 assessed entities over the last five years, the report finds that many high-emitting nations continue to rely on fossil fuels, leaving the top three overall ranks vacant.

• The CCPI 2025 indicates a disconnect between renewable energy growth and emission reductions; although 61 of 64 assessed countries increased their renewable energy share over the last five years, 29 countries still have emission trends rated as low or very low.
• No country achieved a 'very high' overall rating, leaving the top three ranks vacant. Denmark is the highest-ranked country at 4th place and the only one to achieve a high performance rating for climate policy.
• The lowest-performing countries are major oil and gas producers, specifically Russia (64th), the United Arab Emirates (65th), Saudi Arabia (66th), and Iran (67th), all of which have a renewable energy share of less than 3%.
• G20 performance is largely poor, with 14 members receiving an overall low or very low rating. Only the United Kingdom and India (10th) are classified as high performers, despite the G20 being responsible for over 75% of global greenhouse gas emissions.
• China (55th) and the US (57th) are both rated as very low performers. China is noted for an unprecedented boom in renewables and emissions that appear to have almost peaked, despite a heavy dependence on coal. The US is cited as needing more investment in clean transport and renewables and an end to fossil fuel subsidies.
• The European Union (17th) is positioned in the upper middle field, with 16 member countries categorized as high or medium performers and no EU country receiving an overall very low rating.
