Zwei neue Klimaschutzziele für Deutschland

This short study by the NewClimate Institute evaluates the compatibility of Germany's current climate targets with a fair CO2 budget, concluding that existing goals are outdated and insufficient to meet the objectives of the Paris Agreement.

• Germany's climate goals established 10 years ago, specifically the target to reduce greenhouse gas emissions by 55% below 1990 levels by 2030, are outdated because they were based on the assumption that global emissions would stagnate, whereas they have actually increased. Furthermore, the Paris Agreement tightened the maximum acceptable temperature increase from 2°C to "well below 2°C and towards 1.5°C".
• Based on equity criteria, Germany has nearly exhausted its CO2 budget. To make a fair contribution, the country would need to reduce emissions to zero within a decade, though the study acknowledges that achieving zero emissions by 2030 is politically unlikely.
• To compensate for the political impossibility of zero emissions by 2030, the NewClimate Institute proposes two combined goals: achieving net-zero greenhouse gas emissions domestically well before 2050 (e.g., by 2040), and establishing an ambitious second goal to help other countries reduce their emissions through financial support, innovation, or atmospheric greenhouse gas removal.
