Setting Incentives for Emission Reductions in Developing Countries: The Case of Colombia

This case study examines the challenges Colombia faces in decarbonising its building sector amidst rapid urbanisation and increasing electricity demand. It proposes using an Article 6 pilot of the Paris Agreement to implement Net Zero Energy Buildings in the social housing sector as a mechanism to reduce emissions and energy poverty while aligning with NDC commitments.

• Colombia is implementing its Nationally Determined Contribution (NDC) under the Paris Agreement through building codes, appliance energy performance standards, and renewable electricity policies, but these measures are currently insufficient to decarbonise the building sector.
• To limit global warming to 2°C, global building sector emissions must decrease by 77% by 2050 relative to 2010 levels; a limit of 1.5°C requires a reduction of up to 90%. In 2010, buildings accounted for 19% of global emissions, totaling 9.18 giga tonnes of greenhouse gas.
• The author suggests an Article 6 pilot focused on Net Zero Energy Buildings within the social housing sector to reduce emissions, energy poverty, and subsidy payments, while improving energy security and public health.
• Implementing Article 6 transfers in the building sector presents challenges regarding environmental integrity, specifically concerning baseline setting, additionality, and monitoring reporting and verification.
