Updated NDCs collectively raise ambition levels but need strengthening

The report finds that updated NDCs from 156 countries provide an additional global emission reduction of approximately 3.8 to 3.9 GtCO2eq by 2030 compared to previous submissions. However, these reductions are insufficient to meet Paris Agreement temperature goals, needing to be three to seven times greater to align with 2 °C or 1.5 °C targets. If unconditional NDCs are implemented, global emissions are projected to peak by 2025 and remain about 3% above 2015 levels by 2030.

• Updated NDCs from 156 countries, including 27 EU Member States, result in an additional global emission reduction of approximately 3.8 GtCO2eq for unconditional targets and 3.9 GtCO2eq for conditional targets by 2030 compared to previous NDCs.
• The current level of ambition in updated NDCs is insufficient for global temperature goals; reductions must be approximately three times greater to keep temperature increases below 2 °C and seven times greater for 1.5 °C.
• Global emissions are projected to peak by 2025. By 2030, emissions are expected to be 3% above 2015 levels if unconditional NDCs are implemented, or return to 2015 levels if conditional NDCs are implemented.
