Updated NDCs collectively raise ambition levels but need strengthening

A report by the NewClimate Institute analyzing the collective impact of updated Nationally Determined Contributions (NDCs) submitted by 156 countries by January 2022, finding that while ambition has increased, reductions remain insufficient to meet Paris Agreement temperature goals.

• Updated unconditional and conditional NDCs submitted by 156 countries (including 27 EU Member States) by January 2022 result in additional global emission reductions of approximately 3.8 GtCO2eq and 3.9 GtCO2eq by 2030, respectively, compared to previous NDCs. However, these reductions must be roughly three times larger to align with a temperature increase of well below 2 °C, and seven times larger for 1.5 °C.
• Global greenhouse gas emissions are projected to peak by 2025. By 2030, emissions are expected to be approximately 3% above 2015 levels (or 11% above 2010 levels) if unconditional NDCs are implemented, and return to 2015 levels (or 7% above 2010 levels) if conditional NDCs are implemented. These projections are lower than the 11% growth projected under the current policies scenario.
• The projected global emission levels for 2030 are estimated at 52.3 (50.1–54.1) GtCO2eq under unconditional NDCs and 50.7 (48.5–52.2) GtCO2eq under conditional NDCs. Compared to the previous NDCs scenario, the updated conditional and unconditional scenarios result in reductions of approximately -4.4 and -4.2 GtCO2eq, respectively; this exceeds the reduction from updated NDCs alone because some countries are projected to overachieve their targets.
