Consolidation of climate planning processes in the Energy Community

This guidance document by the NewClimate Institute provides Energy Community Contracting Parties with a framework to consolidate overlapping climate and energy planning processes into a single, efficient system to reduce resource burdens and ensure alignment with international obligations.

• Energy Community Contracting Parties—including Albania, Bosnia and Herzegovina, Georgia, Kosovo, North Macedonia, Moldova, Montenegro, Serbia, and Ukraine—are required to develop National Energy and Climate Plans (NECPs) by the end of 2020. These plans must cover the 2021-2030 period, outline pathways for 2030 targets in renewable energy, energy efficiency, and greenhouse gas emissions, and provide a perspective extending to 2050 to align with EU, UNFCCC, and Energy Community objectives.
• There is significant overlap between various climate-related planning processes across all nine Contracting Parties, which creates a resource burden but offers opportunities for consolidation. Specifically, medium-term climate action plans and sectoral strategies (such as NREAPs, NEEAPs, and LEDS) can serve as direct inputs for the 'decarbonisation of the economy' and energy-related chapters of the NECP.
• The document suggests that Nationally Determined Contribution (NDC) updates should be treated as synthesis reporting documents for the international community, based on the latest NECP or other national strategies, rather than requiring separate, additional planning processes.
• To improve implementation, Contracting Parties are advised to establish clear mandates for cross-ministerial coordinating bodies and technical working groups through overarching legislation. Additionally, the timelines for National Communications (NC) to the UNFCCC and Progress Reports to the Energy Community should be aligned, as both documents track renewable energy, energy efficiency, and GHG emissions.
