Offset Credit Supply Potential for CORSIA

A research paper by the NewClimate Institute estimating the potential supply of carbon offset credits for the International Civil Aviation Organisation's CORSIA scheme from 2013 to 2035.

• Existing projects from the Clean Development Mechanism, Verified Carbon Standard, Gold Standard, and Climate Action Reserve could provide approximately 18 billion offset credits, which is more than six times the expected total demand for CORSIA over its intended duration.
• CORSIA may fail to produce significant emissions reductions beyond baseline levels if robust eligibility restrictions are not implemented, as over 80 percent of the credit supply originates from projects likely to continue abatement regardless of credit sales.
• To prevent undermining the goal of carbon neutral growth, the authors recommend that policy-makers implement eligibility restrictions that either encourage new emission reduction projects or provide support to existing vulnerable projects that depend on offset credit revenues for continued GHG abatement.
