Beyond national climate action: the impact of region, city and business

The analysis assesses the impact of commitments from 79 regions, approximately 6,000 cities, and nearly 1,600 companies within ten major emitting economies. If fully implemented, these individual commitments could reduce 2030 emissions by 3.8%–5.5% compared to current national policy projections. The study finds that such action could lead the European Union, Japan, and India to overachieve their nationally determined contributions (NDCs), and could serve as a primary driver for climate action in the United States following national policy rollbacks.

• The full implementation of quantifiable commitments from non-state and subnational actors (NSAs) in the ten studied major economies could lower 2030 greenhouse gas emissions by 3.8%–5.5% (or 1.2–2.0 GtCO2e/year) relative to projections based on current national policies.
• The implementation of these individual NSA commitments could enable the European Union, Japan, and India to overachieve their nationally determined contributions (NDCs). In the United States, these actors could drive climate action to help meet the original 2025 NDC target despite national policy rollbacks.
• The study's scope covered 79 regions, roughly 6,000 cities, and nearly 1,600 companies, representing a net emissions coverage of 8.1 GtCO2e/year, which was one quarter of the total 2016 GHG emissions for the ten economies analyzed.
