Beyond national climate action: the impact of region, city and business

This research paper quantifies the potential 2030 impact of greenhouse gas emission reduction commitments made by non-state and subnational actors (NSAs)—including regions, cities, and businesses—within ten major emitting economies.

• The full implementation of quantifiable commitments from approximately 6,000 cities, 79 regions, and nearly 1,600 companies across ten major emitting economies could reduce 2030 greenhouse gas emissions by 3.8% to 5.5% compared to projections based on current national policies, representing a reduction of 1.2 to 2.0 GtCO2e/year.
• The implementation of these individual NSA commitments could lead the European Union and Japan to overachieve their nationally determined contributions (NDCs), and could allow India to further overachieve its unconditional NDC target.
• In the United States, non-state and subnational actors could serve as a primary driver for climate action and help the country meet its original 2025 NDC target, particularly as the national government has rolled back climate policies.
