Ambition in the making: Analysing the preparation and implementation process

This research paper analyzes the preparation and implementation process of Nationally Determined Contributions (NDCs) under the 2015 Paris Agreement, drawing on four surveys conducted between 2015 and 2018 with stakeholders primarily from developing countries and emerging economies.

• The process of preparing NDCs has positively influenced national climate policy by increasing political awareness and preparedness across various government ministries and agencies, while also encouraging institutional innovation and improved coordination between different policy areas.
• Developing nations and emerging economies face specific challenges in preparing and implementing NDCs, particularly regarding political support, analytical capabilities, and financial, human, and technical resources.
• To support future NDC cycles and the implementation of the first round, there is a need for increased analytical, financial, and technical resources, as well as a better understanding of broader impacts and targeted involvement of affected stakeholders.
