Ambition in the making: Analysing the preparation and implementation process

The article analyzes the first round of Nationally Determined Contributions (NDCs) through surveys of government representatives and stakeholders, primarily in developing and emerging economies. It finds that while the NDC preparation process improved political awareness, institutional coordination, and national climate policy processes, significant gaps remain in analytical capacity, financial resources, and technical expertise. The authors argue that addressing these resource gaps and improving stakeholder involvement is essential for setting realistic yet ambitious targets in future NDC cycles.

• The process of preparing NDCs has had a positive effect on national climate policy by increasing political awareness and preparedness across various government agencies and ministries, while also driving institutional innovation and better coordination between different policy sectors.
• Developing nations and emerging economies face specific obstacles in the NDC process, including a lack of political support and deficiencies in human, technical, financial resources, and analytical capabilities.
• To achieve the goals of the Paris Agreement and ensure future NDCs are based on robust data, there is a need for increased analytical, financial, and technical resources, as well as a better understanding of broader impacts and targeted stakeholder involvement.
