The Mongolian electricity sector in the context of international climate

This report by the NewClimate Institute synthesizes support provided to Mongolia's NDC process from September 2018 to March 2020, focusing on scenario analysis for the electricity sector aligned with the Paris Agreement and the socio-economic and health impacts of coal power plant expansion.

• The NewClimate Institute developed a Paris Agreement Scenario (PAS) to provide an alternative long-term vision for Mongolia's electricity supply by 2050, following the country's ratification of the Paris Agreement in September 2016.
• To accelerate mitigation, the report suggests medium-term actions including improving grid operation capacities for variable renewables and implementing pilot projects for renewable-based heating in aimag centres and Ulaanbaatar to decouple heat and electricity supply.
• Coal-fired power plants were the third-largest source of particulate matter in Mongolia in 2016, accounting for approximately 6% of national air pollution.
• Continued operation of coal power plants is projected to cause nearly 1,600 premature deaths and 42,000 years of life lost in Mongolia between 2020 and 2050. Approximately 70% of these impacts would result from planned capacity expansions, with the proposed Shivee Ovoo plant alone estimated to cause 640 premature deaths and 17,380 years of life lost by 2050.
• The proposed Shivee Ovoo power plant is designed to produce electricity exclusively for China, while its pollution will directly impact the population of Mongolia.
