The Future Role of the Adaptation Fund in the International Climate Finance

This research paper provides recommendations for the negotiations at COP 24 in Katowice, Poland, regarding the operating modalities, governance, and financial mobilization of the Adaptation Fund to ensure its effectiveness under the Paris Agreement.

• Historically, the Clean Development Mechanism (CDM) provided a share of proceeds for the Fund, but this source is now insufficient for current or future requirements, especially as the relationship between the CDM and Article 6 of the Paris Agreement remains unclear.
• To ensure reliable funding, the paper recommends that Parties investigate links with Article 6 of the Paris Agreement and pursue diverse financial sources, including governmental contributions, carbon taxes, earmarked proceeds from national Emissions Trading Systems (ETSs), and potential levies on maritime emissions.
