Summary
This report assesses the greenhouse gas emission reduction commitments of over 6,000 cities, states, and regions and more than 2,000 companies across 9 high-emitting countries and the European Union, concluding that while these non-state actor actions are significant, they are insufficient on their own to limit global temperature increases to 1.5°C or well-below 2°C.

- The full implementation of individual commitments from over 2,000 companies and nearly 6,000 cities, states, and regions could lower global greenhouse gas emissions by 1.5 to 2.2 GtCO2e/year by 2030 compared to current national policies, a reduction roughly double the size of Canada's 2016 emissions.
- In the United States, quantified commitments from companies, cities, and regions could provide between 670 and 810 MtCO2e/year in 2030, which is at least half of the reductions required to meet the country's Paris pledge.
- Regional impacts of non-state actor commitments include potential reductions of 230 to 445 MtCO2e/year in the European Union (similar to Italy's 2016 emissions) and up to 155 MtCO2e in China (similar to its 2014 industrial process emissions). Additionally, if international cooperative initiatives like the Global Covenant of Mayors and Under2 Coalition meet their goals, global emissions in 2030 could be approximately one-third (15-23 GtCO2e/year) lower than through national policies alone.
