Global Climate Action from Cities, Regions and Businesses

The report evaluates the impact of climate commitments from over 6,000 cities, states, and regions and more than 2,000 companies. While these non-state actors can significantly lower emissions, their actions alone are insufficient to limit global temperature increases to 1.5°C or well-below 2°C. Full implementation of individual commitments could reduce global emissions by 1.5 to 2.2 GtCO2e/year by 2030 compared to current national policies, while international cooperative initiatives could further reduce 2030 emissions by approximately one-third (15-23 GtCO2e/year).

• Full implementation of individual commitments from nearly 6,000 cities, states, regions, and over 2,000 companies could lower global greenhouse gas emissions by 1.5 to 2.2 GtCO2e/year by 2030 compared to current national policies, a reduction roughly double Canada's 2016 emissions.
• In the United States, quantified commitments from cities, regions, and companies could provide between 670 and 810 MtCO2e/year in 2030, which is at least half of the reductions needed to meet the country's Paris pledge.
• If international cooperative initiatives such as the Global Covenant of Mayors and the Under2 Coalition expand and meet their goals, global greenhouse gas emissions in 2030 could be approximately one-third (15-23 GtCO2e/year) lower than through national policies alone.
• Non-state actor commitments in the European Union could reduce emissions by 230 to 445 MtCO2e/year (similar to Italy's 2016 emissions), and in China, they could reduce emissions by up to 155 MtCO2e (similar to China's 2014 industrial process emissions).
