This document contains the minutes of two public baseline consultation meetings held on 11 November 2018 in Yaq Barsadi (Isiolo County) and 13 November 2018 in Mwanarafa Hall (Lamu County). These meetings were part of the Environmental and Social Impact Assessment (ESIA) for the proposed Lokichar to Lamu Crude Oil Pipeline (LLCOP) project in Kenya, aimed at informing stakeholders about the project and gathering community concerns.

• The Lokichar to Lamu Crude Oil Pipeline (LLCOP) is a proposed onshore pipeline approximately 820 kilometres long, designed to transport crude oil from production fields in South Lokichar to a marine export facility at the Port of Lamu.
• The pipeline route is situated within the LAPSSET corridor and will traverse six Kenyan counties: Turkana, Samburu, Isiolo, Meru, Garissa, and Lamu.
• Technical specifications for the pipeline include a diameter of 18 or 20 inches, buried in a trench two metres deep with at least one metre of soil cover. Due to the 'heavy and waxy consistency' of the oil, the pipe will be insulated and heated using a longline trace system.
• The project includes approximately 16 intermediate above-ground installations, such as pump stations and electrical generators, and a marine terminal at the Port of Lamu with a storage capacity of 1.5 million barrels.
• The ESIA process, conducted by Golder Associates and ESF Consultants, began in March 2018 and was scheduled for completion by March 2019 to acquire necessary permits from NEMA.
• Community members in Isiolo County expressed concerns that the project would cause conflict with the Meru community, disrupt river water flow, and reduce grazing areas for livestock.
• Stakeholders in Lamu County raised significant concerns regarding marine pollution from potential oil spills, the impact on fishermen's livelihoods, and the lack of consultation with people in areas past Bargoni due to security concerns.
• Lamu community representatives highlighted the importance of protecting the Boni forest, which is used for traditional medicines and beekeeping, and noted that the project could displace people and increase human-wildlife conflict.
• There is significant mistrust toward the LAPSSET Corridor Development Authority and the National Land Commission (NLC) regarding land acquisition and compensation, with reports of 5,000 acres not being compensated in Kililana.
• Pastoralists in Lamu requested specific mitigation and development measures, including a meat processing plant, a modern livestock market, and a county fodder feed reserve.
