Moving from Adaptation Planning to Implementation

The NAP Global Network identifies critical gaps in the implementation of National Adaptation Plans (NAPs), noting that while most plans identify priority sectors and mention sub-national actors, there is a significant lack of vertical integration mechanisms and monitoring, evaluation, and learning (MEL) frameworks.

• There is a disconnect between the mention of sub-national actors in National Adaptation Plans and the actual mechanisms to integrate them. While 91% of NAPs mention sub-national actors, only 26% possess mechanisms for vertical integration.
• Monitoring, evaluation, and learning (MEL) frameworks are underrepresented in NAP processes, with only 38% of NAPs having MEL frameworks and 47% having indicators to track progress.
• As of 31 October 2022, 38 NAPs were submitted, with 91% mentioning gender, 62% mentioning Traditional & Indigenous Knowledge, and 56% identifying specific adaptation actions. The average total cost of implementation for these plans is 12.685 billion USD.
