Viet Nam’s Approach to Monitoring and Evaluation (M&E) of the National Adaptation Plan
Summary
Viet Nam has established a national M&E system to track 142 priority adaptation actions across seven sectors under its National Adaptation Plan (NAP) 2021–2030. The system, launched in January 2022 with support from the UNDP and Green Climate Fund, utilizes an online platform to coordinate reporting between the Ministry of Natural Resources and Environment (MONRE), other ministries, and provincial-level People’s Committees. The M&E framework is designed to align with the Sustainable Development Goals (SDGs) and the Sendai Framework for Disaster Risk Reduction. Key lessons from the rollout emphasize the importance of building on existing approaches, starting with a moderate number of indicators, investing in digital reporting tools, and providing continuous capacity building for local authorities.
Key insights
- Viet Nam's National Adaptation Plan (NAP) for 2021–2030, with a vision to 2050, identifies 142 priority actions across seven sectors: agriculture, natural disaster prevention, environment and biodiversity, water resources, infrastructure, public health/labour/society/culture/sports/tourism, and the strengthening of state management and resources.
- The national climate change adaptation M&E system, launched in January 2022, aims to track the progress of adaptation activities, monitor the achievement of national goals and international commitments, and improve state management of climate change adaptation.
- The M&E system is supported by an online platform developed by the Department of Climate Change (DCC) to facilitate data collection and reporting from ministries and provincial-level People’s Committees, with MONRE responsible for synthesizing these results into annual and 5-year reports for the national government.
- The M&E reporting framework is integrated with international benchmarks, providing data for SDG targets 1, 6, 11, 13, and 15, as well as the Sendai Framework for Disaster Risk Reduction priorities regarding disaster risk governance and investment in resilience.
- Initial implementation of the M&E system revealed challenges regarding the mobilization of funds for local actors to conduct M&E and difficulties in collecting information for specific indicators.
- Lessons learned from the process suggest that M&E systems should build on previous programs (such as the 2013 SP-RCC Program), start with a moderate number of indicators to allow for piloting, and prioritize capacity building and consultation to help local authorities integrate M&E into their work plans.
