Climate-resilient development: A framework for understanding and addressing climate change

The report introduces the Climate-resilient Development Framework, which provides a systematic five-stage process for development and adaptation practitioners to incorporate climate stressors into their planning. By complementing conventional development processes, the framework helps decision-makers identify and implement actions that reduce climate vulnerabilities and protect development outcomes.

• The Climate-resilient Development Framework adopts a "development-first" approach to adaptation, suggesting that climate analyses should complement standard development planning to ensure climate variability does not obstruct progress toward development goals.
• The framework provides a systematic, five-stage process intended for use by city planners, resource managers, and government decision-makers at local, regional, and national levels to integrate climate stressors into decision-making.
• The framework is designed to supplement conventional development processes by helping practitioners identify, evaluate, select, implement, and adjust actions to lower climate vulnerabilities and enhance development outcomes.
