• Policymakers and senior officials are critical to the success of rule of law initiatives; policymakers provide oversight, funding, and political cover, while senior officials manage organizational transformation and secure internal buy-in.
• A successful training curriculum must be based on a thorough pretraining needs assessment that examines both the specific organization and the macro-level functioning of the justice sector to ensure the program is context-sensitive and demand-driven.
• The report identifies three primary approaches to defining target groups for training: the horizontal approach (homogenous professional groups), the chain approach (representatives from various procedural stages of the judicial sector), and the vertical approach (participants of different seniority ranks).
