SAVE OUR COPS

This report from the Institute for Security Studies consists of several articles analyzing critical issues within the South African criminal justice system. It examines the high rates of police killings and the factors contributing to them, the closure of the SAPS Anti-Corruption Unit, the dynamics of sexual violence and gender roles in men's prisons, trends in child sex offenders and their custody, the effectiveness of the Independent Complaints Directorate in monitoring police brutality, and the implementation of firearm unfitness hearings under the Arms and Ammunition Act.

• Police killings in South Africa are significantly higher than in other countries; in 1994, 265 police members were murdered, representing about 223 murders per 100,000 sworn police. While the total dropped to 136 in 2001/2, a working police member in South Africa remains five times more likely to be killed than one in the United States.
• A majority of police murders in South Africa occur while members are off duty. 2002 figures indicate that 65% of police murder victims were killed off duty, with Commissioner Selebi asserting that 60% of these casualties occurred because members "put themselves on duty" by responding to crimes.
