Mutual Defence Pact

The Mutual Defence Pact is a formal agreement among SADC Member States to operationalise mutual cooperation in defence and security, establishing frameworks for collective defence, conflict resolution, and military preparedness.

• The Pact defines 'ARMED ATTACK' as the use of military force against the sovereignty, territorial integrity, and independence of a State Party, and 'COLLECTIVE DEFENCE' as measures taken collectively by State Parties to ensure peace and stability in the SADC Region.
• The agreement defines 'DESTABILIZE' as the act of instigating, planning, or executing an armed attack against a State Party, sabotage against its people or government, or any activity intended to change the constitutional government of a State Party through unconstitutional means.
• State Parties agree to cooperate in defence matters, including the facilitation of joint research, development, and production of military equipment and weapons, as well as the procurement of equipment and services among armed forces and research establishments.
• The Pact mandates that any armed attack and the resulting response measures must be immediately reported to the Security Council of the United Nations and the Organisation of African Unity.
• The agreement establishes a principle of non-interference in internal affairs, stating that assistance to a State Party will only be provided upon that party's request or consent, unless the SADC Summit determines action is necessary in accordance with the SADC Organ Protocol.
