ADDRESS BY MS DORIS MURIMI, DEPUTY DIRECTOR, INSTITUTE FOR SECURITY STUDIES, (ISS) Launch of ISS-EAPCCO Environmental Crime Project

A speech by Doris Murimi, Deputy Director of the Institute for Security Studies (ISS), marking the launch of a joint Environmental Crime Project with the East African Police Chiefs Cooperation Organization (EAPCCO) in Entebbe, Uganda, on July 30-31, 2008.

• The Institute for Security Studies (ISS) and the East African Police Chiefs Cooperation Organization (EAPCCO) launched a joint Environmental Crime Project to enhance Human Security in Africa by protecting the environment, which is viewed as a public good affected by globalization.
• Environmental resources are frequently linked to international crime, black markets, and conflict. Specific examples include the Democratic Republic of Congo and the KARPOTUR cluster (comprising Karamoja, Pokot, and Turkana) bordering Kenya, Uganda, and Sudan, where resource conflicts are compounded by cattle rustling and the effects of climate change.
• Organized crime targets the environment through several specific illegal activities: the trade of endangered flora and fauna (biodiversity), illegal fishing or exceeding quotas (natural resources), the movement of hazardous waste, and crimes involving banned substances.
• The project aims to improve environmental protection by integrating it into the broader discourse on human security in Africa and supporting the formulation of environmental policy through collaboration between stakeholders and law enforcement across multiple jurisdictions.
