Inter-American Convention against the Illicit Manufacturing of and Trafficking in Firearms, Ammunitions, Explosives and Other Related Materials

• The Convention defines 'Illicit manufacturing' as the manufacture or assembly of firearms, ammunition, explosives, or related materials without a license from the competent governmental authority of the State Party where it occurs, if they are made from illicitly trafficked components, or if required markings are not applied at the time of manufacture.
• To facilitate identification and tracing, States Parties must require specific markings at the time of manufacture, including the manufacturer's name, place of manufacture, and serial number. Additionally, imported firearms must be marked with the importer's name and address.
• States Parties agree to exchange information to identify and trace illicitly manufactured and trafficked materials. This includes sharing data on concealment methods, customary routes used by criminal organizations, and techniques to combat related money laundering.
• A Consultative Committee consisting of one representative from each State Party is established to promote information exchange, encourage cooperation between national liaison authorities, and facilitate the application of the Convention.
