This briefing by the Institute for Security Studies examines the proliferation of competing peace initiatives in Sudan since the conflict began in April 2023. It argues that the multiplicity of mediation efforts—ranging from the African Union and UN to regional blocs and individual nations—has allowed the warring parties, the Sudanese Armed Forces and the Rapid Support Forces, to play initiatives against one another to gain time rather than commit to peace, while the humanitarian crisis worsens.

• The proliferation of peace initiatives has been counterproductive, allowing the Sudanese Armed Forces and the Rapid Support Forces to select between initiatives to buy time, which undermines the influence of mediators and exacerbates the humanitarian crisis.
• Since May 2023, numerous formal initiatives have been launched, including the African Union's Expanded Mechanism, the Jeddah talks led by the US and Saudi Arabia, and a more recent August 2024 effort in Geneva involving Switzerland and Saudi Arabia.
• The African Union currently operates three overlapping mechanisms for Sudan: a High-Level Panel, a Presidential Panel under the Peace and Security Council, and the Expanded Mechanism. This duplication of roles and resources is viewed as a limitation that requires coordination under a single African umbrella.
• The humanitarian situation in Sudan is dire, with approximately 10 to 25 million people displaced and warring parties obstructing aid to maintain military superiority in cities.
