While the group claims to protect the Banyamulenge population and fight the Forces Démocratiques de Liberation du Rwanda (FDLR), their control of Eastern DRC is expected to increase insecurity for the general civilian population.
• There is an urgent need for high-level discussions between DRC President Joseph Kabila and Rwandan President Paul Kagame due to Rwanda's alleged role in providing recruits and weapons to the M23.
