Poor Safety: Crime and Policing in South Africa`s Rural Areas

This monograph examines crime and policing in rural South Africa, finding that rural populations experience victimisation rates similar to urban areas but face greater severity due to a lack of social services. Based on a survey of 756 inhabitants across six provinces, the report highlights a lack of confidence in police capabilities and argues that safety interventions should prioritise improving basic policing and reactive services over complex social crime prevention programmes.

• Approximately 18 million people, representing over 46% of South Africa's population, reside in rural areas and are characterized as predominantly poor, undereducated, and underemployed due to historical racial discrimination.
• Victimisation rates in rural areas are similar to those in urban areas, but the impact is more severe for the rural poor because they lack access to support and social services.
• A survey of 756 inhabitants in 40 rural settlements across the Eastern Cape, KwaZulu-Natal, Mpumalanga, the Northern Province, the North-West, and the Free State found that 56.9% were victims of at least one crime between July 1993 and July 1998. The most frequent crimes were stocktheft (16.9%), burglary (15.6%), and violent crimes including murder, sexual assault, and assault (13.1%).
• Most victims believe crimes, excluding stocktheft, are committed by locals; 72% of violent crime victims knew their offenders, with 58% knowing them by name and 14% by sight.
• Despite viewing police as the primary authority, there is widespread dissatisfaction and a lack of confidence in police ability, with fewer than 25% of respondents believing police can deal with crime. This is attributed to general systemic weaknesses in South African policing—such as limited resources, bureaucracy, and lack of training—which are exacerbated by rural geographic isolation and poor infrastructure.
• Safety interventions in deep rural areas should prioritise improving basic policing, intelligence, and detective functions over complex multi-agency social crime prevention programmes, as the latter lack the necessary resources and capacity in rural settings.
• The report suggests that police performance measurement should shift from focusing on reported crime rates to focusing on conviction rates for priority crimes, as well as arrests and charges.
