The Criminal Justice System in Zambia

This document outlines the general methodological approach used for a study on the criminal justice system in Zambia, as part of the African Human Security Initiative (AHSI 2). It details a five-stage process involving partner engagement, workshops, fieldwork, report finalization, and policy briefings.

• The study was executed in five distinct stages: initial engagement of country partners and questionnaire preparation; a country workshop to treat the study's sections as interconnected; fieldwork and data collection followed by preliminary report discussions; finalization of the country report and policy briefings; and confidential briefings with stakeholders and general dissemination.
• Data collection involved a comprehensive document review of constitutional frameworks, non-governmental documentation (including media and human rights monitors), official national documentation (such as crime statistics and parliamentary reports), and international reports from Interpol and the United Nations Office for Drugs and Crime.
• The methodology employed structured interviews and focus group discussions with three primary groups: government officials, stakeholders indirectly involved in crime management (such as private security companies and traditional leaders), and representatives of organized civil society (including women's groups and trade unions).
• While the methodology allowed for crime victimisation surveys to be conducted if qualitative data showed strong disagreements among stakeholders or government, no such surveys were carried out in Zambia because no major disagreements were found.
