Guinea-Bissau: Reform electoral laws

This policy brief from the Institute for Security Studies argues for the reform of Guinea-Bissau's electoral laws to improve transparency, strengthen the National Electoral Commission, and enable the implementation of local elections as envisioned in the Constitution.

• Since transitioning to a multi-party system in 1991, Guinea-Bissau has conducted five presidential and legislative elections. While improvements were made to electoral legislation prior to the 2014 parliamentary elections, the current framework requires reform to increase the integrity and transparency of elections, resolve contradictions between electoral laws and constitutional provisions, and clarify the powers of the National Electoral Commission (NEC).
• Reforming the electoral framework is identified as a necessary requirement for organizing local elections, which are intended to implement the decentralization outlined in the Constitution but have not yet been realized.
