The International Criminal Court that Africa wants

This monograph examines the evolving relationship between the African Union (AU) and the International Criminal Court (ICC), focusing on the transition from early support to current tensions highlighted by the arrest warrant for Sudanese President Omar al-Bashir.

• While African governments and civil society affirmed their support for the Rome Statute system during the May 2010 review conference in Kampala, Uganda, the relationship between Africa and the ICC has become uneasy and 'offcourse'.
• The arrest warrant for Sudanese President Omar al-Bashir regarding genocide, war crimes, and crimes against humanity in the Darfur conflict served as a major flashpoint, leading the African Union to decide not to cooperate with the ICC's arrest and surrender efforts and to request that the UN Security Council defer the proceedings.
