National and International Perspectives on Crime and Policing

This document is an introduction by Chandré Gould to a peer-reviewed collection of ten papers resulting from a December 2010 conference titled ‘Towards a coherent strategy for crime reduction in South Africa beyond 2010’. The collection explores the causes of crime, policing practices, and victimisation, with a primary focus on South Africa and additional perspectives from the United States and Mexico.

• Statistical analysis by Michael O’Donovan indicates that property crime in South Africa is driven in part by urban spatial planning and development that historically separated people by race and income level and has not been significantly reversed.
• Research by Jean Redpath in Galeshewe, involving a victimisation survey and focus groups, confirms that single, young men are disproportionately both perpetrators and victims of crime.
• David Bruce's analysis of South African policing suggests that a hardline approach involving excessive force and disregard for human rights is ineffective and risks returning to the abusive policing patterns of the apartheid era.
• Research by Sanja Kutnjak Ivković and Adri Sauerman involving police officers across seven provinces examines a 'code of silence' that hinders the reporting of corrupt activities among colleagues.
