This report examines the structure and operations of migrant smuggling networks facilitating irregular migration from the Horn of Africa to the Arabian Peninsula (the Gulf), including their potential involvement in other organized crimes like arms and narcotics trafficking.

• The report analyzes the structure and modus operandi of smuggling networks that facilitate irregular migration from the Horn of Africa to countries in the Arabian Peninsula, also known as the Gulf, and investigates if these networks are also engaged in narcotics and arms trafficking.
