How to consolidate peace in Somalia?

This briefing discusses the evolving strategies of the United Nations (UN) and the African Union (AU) to support peace-building and state-building in Somalia following the establishment of a popular government under President Hassan Sheikh in September 2012. It examines the transition toward a new integrated UN mission and the potential expansion of the AU Mission in Somalia (AMISOM) to include civilian capacity-building, while highlighting challenges regarding coordination, operational mandates, and funding.

• While a Strategic Review of AMISOM (16 January 2013) recommended a joint UN-AU mission with joint leadership to secure sustainable UN funding, the UN has declined this via Resolution 2093 to avoid involvement in AMISOM's combative military activities, making an 'enhanced AMISOM' the most likely outcome.
• The consolidation of peace in Somalia faces three primary challenges: the need for coordination between the UN and AU to avoid duplication of tasks, the ability of both organizations to operate outside their traditional mandates, and the requirement for increased financial support for AMISOM's civilian component and the AU Peace Fund.
