Links between violent extremism and illicit activities in Benin

This report examines the relationship between violent extremist groups in northern Benin and the illicit activities they use to secure financial, human, and logistical resources.

• Violent extremist groups in northern Benin utilize illicit activities to fund and expand their operations, having leveraged these activities to gather financial, operational, logistical, and human resources even before the first recorded security incident in May 2019.
• To counter the threat, Benin and neighboring countries are encouraged to increase efforts to disrupt the supply chains that provide financing and operational capabilities to these extremist groups.
