Putting Victims on the Agenda. Proceedings of a National Workshop on Victim Empowerment and Support

This document describes the proceedings of a two-day national workshop held in August 1996 at the World Trade Centre in Kempton Park, focused on the empowerment and support of crime victims in South Africa. The event was jointly presented by the South African Police Service (SAPS) and the Institute for Defence Policy (IDP), with funding from the Royal Netherlands Embassy, the UNDP, and the SAPS RDP Fund.

• A national workshop was convened in August 1996 to address the urgent need for a consultative forum among interest groups involved in victim support. The agenda included reviewing international initiatives, identifying agencies and their roles in victim support, defining the police's role as 'gatekeepers' to the criminal justice system, and planning the future of victim empowerment in South Africa.
• The workshop involved over 80 delegates from diverse sectors, including government departments (welfare, safety and security, justice, education, and health), business, media, academics, community policing forums, and various non-governmental and community-based organisations.
• The workshop resulted in the election of a steering committee, as envisioned by the National Crime Prevention Strategy (NCPS), which is responsible for creating a national victim policy for South Africa.
