Workshop Report: Understanding the IPID Mandate for Addressing Police Corruption

This report details a national workshop held in September 2010 in Durban, co-hosted by the Independent Complaints Directorate (ICD) and the Institute for Security Studies (ISS), to discuss the mandate of the proposed Independent Police Investigative Directorate (IPID) in addressing police corruption in South Africa.

• The Independent Police Investigative Directorate (IPID) Bill was designed to reorganise and strengthen the existing Independent Complaints Directorate (ICD), specifically redefining how the new structure would investigate both individual incidents of police corruption and systemic police corruption.
• A national workshop took place on 16 and 17 September 2010 in Durban to explore how the IPID should interpret and engage with its mandate. The event featured five sessions, including presentations on the nature of police corruption in South Africa, insights from public sector corruption investigators, and a review of the ICD's previous successes and difficulties in corruption investigations.
