Towards Implementation of the Southern Africa Regional Action Programme on Light Arms and Illicit Trafficking

This report documents a seminar held in Pretoria, South Africa, on 8-9 September 1999, hosted by the Institute for Security Studies (ISS) and Saferworld. The event aimed to transition the Southern Africa Regional Action Programme on Light Arms and Illicit Trafficking from a conceptual framework into practical projects.

• The seminar sought to move the Southern Africa Regional Action Programme on Light Arms and Illicit Trafficking, which was established during a May 1998 seminar, from theoretical planning to the identification of practical projects.
• Participants identified and reached a consensus on priority areas for practical projects that could potentially receive support from the EU, its member states, and other governments or organizations. These projects were organized into four themes: research-based projects, operational support, capacity and expertise building in crucial sections, and raising awareness regarding light weapons proliferation.
