Elections in Mozambique: A smooth journey, or a hurdle to skip?

This policy brief examines the security risks associated with Mozambique's October 2014 presidential election. It notes that while Renamo's interest in a ceasefire to allow Afonso Dhlakama's candidacy is a positive development, stakeholders must implement sustainable measures to address the demands of Renamo rebels to ensure peace persists after the election, regardless of the outcome.

• The presidential election scheduled for October 2014 in Mozambique is viewed as a critical juncture for a fragile peace process. While Renamo previously seemed likely to increase armed resistance against the ruling Frelimo party due to claims that the 1992 peace agreement terms were not met, the group has since shown renewed interest in a negotiated ceasefire to allow leader Afonso Dhlakama to run as a presidential candidate.
• To maintain peace following the election, political stakeholders must prepare for post-election security challenges, particularly the reactions of opposition parties. It is recommended that measures be established to sustainably address the demands of remaining Renamo rebels, regardless of whether Renamo wins or loses the election.
