Change story: Policing for peace

This case study describes the efforts of the Institute for Security Studies (ISS) to increase the role and capacity of police within African Union (AU) peace support operations, moving away from military-dominated planning toward a framework that emphasizes the rule of law and human rights.

• The Institute for Security Studies (ISS) addressed a gap in African Union (AU) peace operations where planning and structure were primarily driven by military perspectives, leaving the role of police neglected and lacking guiding documentation.
• The ISS facilitated the creation of an AU policy framework and the AU Police Strategic Support Group in 2014 to ensure police are included in the design and implementation of continental security and peace operations, as well as AU Peace and Security Council decisions.
• To support the implementation of the AU Policy for Policing in Support of Peace Operations, the ISS developed policing guidelines including standard operating procedures, a code of conduct and ethics, and common training standards, supported by a pool of 30 African policing experts.
