Building resilience to organised crime: a policy review

This policy brief argues that state-centric strategies to combat organised crime must be supplemented by community-based, context-specific responses, particularly in conflict and post-conflict settings. The document identifies five key drivers of community resilience: social capital, community capacity, the role of women, economic capital, and infrastructure, based on analysis of four communities in Nigeria, Guinea-Bissau, and Burkina Faso.

• Effective responses to the destabilising effects of organised crime in conflict and post-conflict environments require a combination of state-centric approaches and community-based, context-specific responses that address violence and crime at the local level.
• The policy brief identifies five specific drivers of community resilience to organised crime: social capital, community capacity, the role of women, economic capital, and infrastructure. These drivers were analysed across four communities located in Burkina Faso, Guinea-Bissau, and Nigeria.
