Controlling Small Arms Proliferation and Reversing Cultures of Violence in Africa and the Indian Ocean

This document is an introductory summary of a conference titled "Controlling small arms proliferation and reversing cultures of violence in Africa and the Indian Ocean," organized by the Institute for Security Studies (ISS), the Institut Français d’Afrique du Sud (IFAS), and the Université de La Réunion (ULR). The conference aimed to address the proliferation of illicit small arms and improve strategic interactions between anglophone, francophone, and lusophone participants.

• The conference was established as a tripartite initiative by the Institute for Security Studies (ISS), the Institut Français d’Afrique du Sud (IFAS), and the Université de La Réunion (ULR) to address the effects of small arms availability on violence and the control of illicit proliferation in Africa and the Indian Ocean.
• The event was structured into five sessions: three focused on defining the nature, extent, and control structures of light weapons proliferation, and two focused on enhancing existing regional structures and cooperation to reduce illicit weapons trafficking.
• A primary intended outcome of the conference was the creation of an electronic and paper-based network to facilitate communication and interaction among governments, scholars, NGOs, and agencies across anglophone, francophone, and lusophone regions in Africa and the Indian Ocean.
• The conference participants included experts and officials from the EU, UNESCO, Interpol, and representatives from Europe, the Indian Ocean, and West, Central, and Southern Africa.
