IISD and Sustainable Procurement
Summary
The IISD-Europe program on sustainable procurement provides policy advisory and research services to scale up green industrial growth through "whole life value" procurement. The institute advises governments on Sustainable Public Procurement (SPP) and Public-Private Partnerships (PPP), and leads the International Initiative on Procurement and Green Growth. IISD argues that because public procurement accounts for 12–15 per cent of GDP in the EU and US, governments can use their purchasing power to trigger markets for sustainable goods and services and incentivize private sector investment in green technology.
Key insights
- Public procurement represents a significant portion of economic activity, accounting for 12–15 per cent of gross domestic product in the United States and the European Union, and even higher percentages in lower-income countries.
- Sustainable procurement (SP) provides several benefits, including preparing domestic companies for international competition in green technologies, improving transparency and efficiency in procurement procedures, and realizing medium-term cost savings through green and social alternatives.
- Sustainable procurement incentivizes the innovation and commercialization of green and social products, contributing to a rise in markets for environmental services and technologies by an average of 9–17 per cent annually.
- IISD has provided advisory services on the design and implementation of sustainable procurement policies to various governments, including Brazil, Canada (Province of Manitoba), Chile, China, Ghana, India, South Africa, the United States, Vietnam, and Abu Dhabi.
