ATELIER DE FORMATION DES CADRES DES ADMINISTRATIONS DES ÉTATS MEMBRES DE L’UEMOA SUR L’OPTIMISATION DE LA PARTICIPATION DES ÉCONOMIES NATIONALES À LA CHAINE DE VALEUR DANS LE SECTEUR MINIER

This report documents a training workshop held from September 18 to 22, 2017, in Ouagadougou, Burkina Faso, for officials from the West African Economic and Monetary Union (UEMOA) member states. The workshop, organized by the Intergovernmental Forum on Mining, Minerals, Metals and Sustainable Development (IGF) and the UEMOA Commission, focused on optimizing national economic participation in the mining value chain, specifically regarding local content, employment, infrastructure, and mineral processing.

• Local content in the extractive industries can have a more significant multiplier effect on sustainable development and poverty reduction than the taxes and duties collected by the state.
• To effectively integrate into Global Value Chains (GVCs), UEMOA member states are advised to lower customs barriers, facilitate intra-regional trade, improve regional infrastructure to achieve economies of scale, and pursue procurement opportunities in mining services.
• An effective legal framework for local content should be based on a predefined national policy derived from socio-economic analysis and inclusive consultation. It should establish local content as a general obligation while using flexible, negotiable, and adjustable specific obligations in mining conventions, supported by monitoring and evaluation mechanisms.
• Increasing mechanization in industrial mining threatens to reduce low-skilled jobs—often held by nationals—by up to 70% in some scenarios. Participants recommended that UEMOA states anticipate this by adapting training for the maintenance of automated equipment, implementing suitable tax regimes, and increasing socio-economic community investments to offset job losses.
• Regarding infrastructure and processing, the workshop highlighted the need to move from 'enclave' infrastructure to development-oriented infrastructure. Participants suggested a regional approach to mineral processing to address volume issues and benefit from economies of scale, noting that export restrictions alone are insufficient to encourage local transformation.
• Bilateral investment treaties for the protection and promotion of investments can hinder a state's ability to impose local content requirements. It is recommended that UEMOA countries exercise increased caution when negotiating and signing these legal instruments.
