This report documents a training workshop held from September 18 to 22, 2017, in Ouagadougou, Burkina Faso, for officials from the West African Economic and Monetary Union (UEMOA) member states. - Regarding infrastructure and processing, the workshop highlighted the need to move from 'enclave' infrastructure to development-oriented infrastructure. Participants suggested a regional approach to mineral processing to address volume issues and benefit from economies of scale, noting that export restrictions alone are insufficient to encourage local transformation.
- Bilateral investment treaties for the protection and promotion of investments can hinder a state's ability to impose local content requirements. It is recommended that UEMOA countries exercise increased caution when negotiating and signing these legal instruments.
