• Negotiations on adaptation highlighted the need for a global framework, particularly for the least developed countries, small island developing states, and drought-affected African nations. Developing countries, led by the G-77 and China, proposed a framework that treats adaptation and mitigation equally and includes a mechanism for loss and damage, specifically insurance.
• There is a significant lack of consensus on technology transfer and development. Developing countries have requested waivers on intellectual property rights (IPR) for climate-friendly technologies, proposing mechanisms such as compulsory licensing or patent pools, while Japan argued that IPR protection is necessary to recover innovation costs.
• Financial negotiations remain unresolved, particularly regarding the source of funding and governance. Developing nations prefer public funding and institutional frameworks within the UNFCCC, citing dissatisfaction with the Global Environment Facility (GEF) and the World Bank, whereas industrialized nations favor private sector funding and existing institutions.
• The United States' shift toward a more constructive and positive tone under the Obama administration was noted as a significant factor in the negotiations, despite the lack of a detailed national implementation plan or a clear domestic consensus on a 'bottom-up' approach to emission targets.
