Reducing Poverty: Voluntary sustainability standards can support smallholder farmers

This policy brief by the International Institute for Sustainable Development (IISD) examines how voluntary sustainability standards (VSSs) can help reduce poverty among smallholder farmers. They also provide high coverage for producer organization, skills development, and natural resource management, specifically regarding soil conservation, sustainable irrigation, and the protection of high conservation value areas.
• VSSs have demonstrated positive impacts on resource access, including increased crop income, forest and soil conservation, and the creation of social capital through producer organizations. Certification can connect smallholders to consumers willing to pay price premiums between 10% and 30% for sustainable products, though it is unclear if this translates to higher net household income.
• There are significant gaps in how VSSs address specific poverty-reduction factors. The brief identifies a need for improved coverage regarding living income, living wages, climate adaptation and mitigation (such as carbon sequestration and greenhouse gas reduction), and gender equality, particularly concerning women's access to markets, training, and land.
• While VSSs can support power and voice through grievance mechanisms and labor rights compliance, small-scale producers often remain excluded from the actual governance of these standards, lacking direct involvement in decision-making processes and access to information.
• Smallholder access to VSS-compliant markets is hindered by several limiting factors, including high certification costs, low producer capacity to maintain requirements, poor infrastructure (roads and water), and supply chain issues such as too many intermediaries and low bargaining power.
• The effectiveness of VSSs depends on an ecosystem of enabling factors. The most critical is a network of supporting actors—including government agencies, certifiers, and development organizations—that provide training and market information. Other essential factors include direct links to buyers, market demand, price incentives, and access to financial resources.
