Integrating Vulnerability and Adaptation to Climate Change into Sustainable Development Policy Planning: Implementation in Eastern and Southern Africa

The project aims to reduce community vulnerability to climate change and improve livelihoods by mainstreaming adaptation into national policies and development plans. In Mozambique, the focus is on community-based forest fire management and early warning systems. In Kenya, the project implements drought-resistant crops and improved agricultural techniques. In Rwanda, the effort centers on increasing the resilience of the hydropower sector through natural resource management and energy planning. Regional knowledge sharing involves pilot countries and observer nations Tanzania and Madagascar.

• In Mozambique, the project addresses the fact that over 40 million hectares of land burn annually, which is expected to worsen due to climate change. The project has trained 40 community rangers in forest fire management as of 2006 and is working to integrate climate considerations into the National Programme of Prevention and Fire Control and the National Strategy for Controlling Forest Fires.
• In Rwanda, the project targets the energy sector's vulnerability, specifically addressing declining river flows that reduce hydropower productivity. Efforts are focused on the Ntaruka and Mukungwa hydropower stations in the Northern Province through erosion control, agro-forestry, and the adoption of biogas as an alternative to fuelwood.
• The project facilitates regional knowledge sharing and capacity building between the three pilot countries and observer countries Tanzania and Madagascar. A regional meeting was held in Nairobi in February 2007 to share field-level experiences in reducing climate vulnerability.
