Priority should be given to actions that address structural inequalities and improve outcomes for those in extreme vulnerability, potentially by weighting social vulnerability more heavily in multi-criteria analysis.
• The 'Implementation' phase must ensure that resources are allocated to the most vulnerable and that 'Free, Prior and Informed Consent' is obtained. To ensure equitable benefit, investments in enabling activities—such as specialized training, childcare, or accessibility support—may be necessary.
