This report by the International Institute for Sustainable Development (IISD) and the International Food Policy Research Institute (IFPRI) analyzes national agricultural support trends and proposes reforms to World Trade Organization (WTO) rules on internal support to promote equitable and sustainable food systems.

• The report proposes that food purchased at administered prices for public stockholding for food security should be excluded from internal support limits if the regulated price is lower than the international market price.
• Trade-distorting support is heavily concentrated on a few specific products, most notably maize, rice, dairy products, and wheat.
• The 'Green Box' (Annex 2 of the Agreement) allows unrestricted spending on programs with minimal trade effects, such as research, pest and disease control, rural infrastructure, and extension services, which are critical for achieving Sustainable Development Goals (SDGs).
• Notification compliance for internal support varies; while major traders like Argentina, Canada, China, the EU, Japan, and the US show compliance rates of 95% or more, one-third of notifications related to internal support were not received between 1995 and 2017.
