Earth Negotiations Bulletin

The Earth Negotiations Bulletin provides a comprehensive report on the 2019 Chile/Madrid Climate Change Conference (COP 25, CMP 15, CMA 2), which took place from 2 December to 15 December 2019. The conference was marked by significant delays, becoming the longest in UNFCCC history, and failed to reach consensus on several key issues, most notably the operationalization of Article 6 of the Paris Agreement. • The COP adopted the rules of procedure and a workplan for the Forum on the Impact of the Implementation of Response Measures and its Katowice Committee of Experts (KCI).
• The conference failed to reach consensus on several other critical items, leading to the application of Rule 16, which automatically includes unresolved issues on the agenda for the next session. These items included common time frames for NDCs, long-term finance, and the report of the Adaptation Committee.
• The COP provided guidance to the Green Climate Fund (GCF), encouraging the acceleration of fund disbursements and the completion of work on streamlining approval processes for readiness support and National Adaptation Plans (NAPs).
• The COP provided guidance to the Global Environment Facility (GEF), urging it to minimize the time between project concept approval and fund disbursement, and to support developing countries in preparing biennial transparency reports.
• The COP decided that COP 26 would take place from 9-20 November 2020 in the UK.
• The conference saw the adoption of the 'Chile-Madrid Time for Action' outcome, which re-emphasized the urgency of adaptation and the commitment of developed countries to mobilize USD 100 billion per year in climate finance by 2020.
