• To ensure effective implementation, the report suggests a hybrid Special and Differential Treatment (SDT) model combining elements from the Trade Facilitation Agreement (TFA) for capacity building and the General Agreement on Trade in Services (GATS) for market access flexibility.
• Effective participation of developing countries in e-commerce negotiations requires a three-pronged support system: facilitating negotiations through methodological aid, enabling multi-stakeholder consultations, and supporting the drafting of balanced rules.
