Promoting Climate-Resilient Peacebuilding in Fragile States

The report argues that climate change threatens to undermine development and peacebuilding progress in fragile states due to high exposure to risks, reliance on climate-dependent sectors, and existing vulnerabilities like weak governance. It advocates for a dual approach: implementing climate-resilient peacebuilding that accounts for climate risk as a conflict driver, and developing conflict-sensitive climate responses that avoid exacerbating tensions and instead promote peace.

• Climate change and variability pose a significant risk to fragile states, potentially reversing development and peacebuilding gains because these states often have high exposure to climate risks, rely on rain-fed agriculture, and suffer from histories of conflict and poverty.
• To be effective, interventions in fragile and conflict-affected states must simultaneously pursue peacebuilding and climate resilience through two specific strategies: accounting for climate risk as a factor in conflict and ensuring climate responses do not increase conflict risks.
