2013 ADAPTool Application Adaptive Policy Analysis of Forestry and Wetlands Policies in Manitoba

This report describes a pilot application of the Adaptive Design and Policy Assessment Tool (ADAPTool) in Manitoba to evaluate existing forestry policies and inform the design of a prospective wetlands policy.

• The ADAPTool is an Excel-based online tool created by the International Institute for Sustainable Development and partners to compare existing policies and programs against the characteristics of adaptive policies. It evaluates how well policies support adaptation measures in response to a specific stressor and assesses the general adaptability of the policies to both defined and unforeseeable future changes.
• In a pilot application in Manitoba, the ADAPTool for existing policies was used by IISD and analysts from Manitoba Conservation and Water Stewardship (CWS) to analyze three forestry policies, resulting in specific recommendations to improve policy adaptability where gaps were identified.
• A beta version of the ADAPTool for new policies was applied to a prospective wetlands policy in Manitoba. The process was not considered particularly useful because the policy had already been in development for several years, although it did offer insights into potential co-benefits.
