Local Climate Change Adaptation Planning in Manitoba

The study reviewed 30 local plans in Manitoba and found that very few explicitly address climate change adaptation: only five development plans and two integrated watershed management plans, with no emergency plans including such considerations. To close these gaps, the report recommends that the Province of Manitoba collaborate with the Canadian Centre for Climate Services and the Prairie Climate Centre to provide municipalities and watershed districts with local climate projections and updated planning templates.

• A review of a sample of 30 local plans in Manitoba revealed a low level of explicit climate change adaptation planning: only five of 20 development plans and two of five integrated watershed management plans considered adaptation, while none of the five emergency plans did.
• The report recommends that the Province of Manitoba partner with the Prairie Climate Centre and the Canadian Centre for Climate Services to assist municipalities and watershed districts in using local climate projections for risk assessment and mitigation.
• To improve adaptation planning, the report suggests incorporating climate change considerations into the templates used for emergency plans, development plans, and integrated watershed management plans.
