Local Climate Change Adaptation Planning in Manitoba

A review of local planning documents in Manitoba found that very few development, emergency, or watershed management plans explicitly address climate change adaptation. The report recommends that the province provide better access to local climate projections and update planning templates to guide municipalities in risk mitigation.

• A review of local planning documents in Manitoba revealed a low level of explicit consideration for climate change adaptation. Out of the sample reviewed, only five development plans and two integrated watershed management plans addressed the need to adapt, while no emergency plans did so.
• To improve municipal and watershed district risk mitigation, the report suggests that the Province of Manitoba collaborate with the Prairie Climate Centre and the Canadian Centre for Climate Services to provide local climate projections. It further recommends integrating adaptation considerations directly into the templates used for emergency plans, integrated watershed management plans, and development plans.
• The report suggests that a more comprehensive understanding of climate risk efforts could be achieved by analyzing a larger sample of local plans, reviewing implementation tools like annual budgets and zoning by-laws, and surveying local officials regarding their awareness and needs.
