Alignment to Advance Climate-Resilient Development | Country Case Study: Kenya

This case study examines the Government of Kenya's efforts to align its national policy processes under the 2030 Agenda for Sustainable Development, the Paris Agreement, and the Sendai Framework for Disaster Risk Reduction to achieve climate-resilient development.

• The Government of Kenya aligns its efforts under the Paris Agreement, the Sendai Framework for Disaster Risk Reduction, and the 2030 Agenda for Sustainable Development because it views climate change as a threat to national sustainable development and prioritizes disaster risk management within climate programming.
• Kenya utilizes the National Climate Change Action Plan, 2018–2022 (NCCAP) to implement both its nationally determined contribution (NDC) and its national adaptation plan (NAP) 2015–2030. Systemic alignment is evidenced by the fact that the NAP serves as the foundation for adaptation information contained within the NDC.
• While alignment is currently achieved primarily by identifying synergies in strategy and policy documents, Kenya could further enhance this through harmonized financing strategies, improved coordination mechanisms, coordinated monitoring and evaluation systems, and the sharing of climate risk information.
• Lessons from the Kenyan experience suggest that synergies can be created through NDC implementation plans, coordination can begin with multistakeholder adaptation processes, and the three policy processes can be linked via common reporting that uses SDG indicators.
