Alignment to Advance Climate-Resilient Development | Country Case Study: Kenya

The Government of Kenya has aligned its climate and development efforts by integrating the National Adaptation Plan (NAP) 2015–2030 and Nationally Determined Contribution (NDC) into the National Climate Change Action Plan 2018–2022 (NCCAP). While alignment is achieved through identifying synergies in policy documents, the study identifies needs for better coordination, financing strategies, and monitoring systems.

• Kenya achieves systemic alignment for climate-resilient development by implementing its National Adaptation Plan (NAP) 2015–2030 and Nationally Determined Contribution (NDC) through the National Climate Change Action Plan, 2018–2022 (NCCAP), which aligns with the SDGs and disaster risk reduction agendas. Furthermore, the NAP serves as the foundation for adaptation data within the NDC.
• Alignment between the SDGs, disaster risk management, and adaptation is primarily conducted by identifying synergies in strategy and policy documents. However, there are opportunities to improve this through harmonized financing, better coordination mechanisms, shared climate risk information, and coordinated monitoring and evaluation.
• Kenya's experience suggests three primary lessons for aligning policy processes: using NDC implementation plans to create synergies, utilizing multistakeholder adaptation processes for coordination, and employing common reporting via SDG indicators to link the three frameworks.
